In laboratory conditions, a fiber link might work with a 0.5dB margin. In the real world, however, connectors gather dust, lasers lose power as they age, and optical splices degrade under mechanical stress.
A professional link budget ensures that even with a 15% increase in attenuation due to environmental factors, the signal remains clearly above the receiver's sensitivity threshold.
